I compare how civil society actors navigate IETF, IRTF and OASIS venues, focusing on where technical consensus, funding constraints and policy expectations meet. My work draws on interviews, meeting observation and document analysis across UK and transnational standards communities, helping academics and practitioners see which participation models travel well—and which need redesign.
